Parliament

The parliament has 525 seats with 500 of them being chosen every 5 years. Every person in the parliament represents 180 billion people what is a lot people so that why not everything is decided by the highest government but is the nation split into 500 sections. Each section has its own parliament and they vote about local issues. And if the issue is even more local the systems parliament and one level lower is the planetary and then you also have a city council. The remaining 25 seats in the parliament are for very imported people like General Tonk, Ambassador Qwawosi, GR CEO Gerion, Electoro CEO Celtalor, Neraco CEO of Terronia and some hunter factions like Jerico from the Jebb faction. These people are in another elected. The hunter leaders are chosen by the member of set faction. These can get removed by the faction’s council or forced by parliament if they are not well. If there is corruption anywhere in the higher parts council you can get the death sentence, breaking the trust of the parliament is very deadly so nobody would try. Influencing election in your favor can also be deadly. And if the parliament has too much corruption or the majority is voting for bad or suppressing key parts of the democracy like imprisoning reporters, the trust council can vote to do reelection or govern them self. These people are Jerico, Qwawosi, the head of parliament, the head the government control (scientist) and most importantly Tonk. If Tonk would run for president, he would have a majority easily. He is known to be a good and trustworthy general and most importantly he is a brilliant man. Tonk can control whenever the trust council vote for it. When Tonk is no more the next general won’t have this power and there might be none who could replace him (for now (he is only 27 and with life extenders he will in power for at least another 150 years).

Ministries:

Ministry of defense, Ministry of education, Ministry of Healthcare, Ministry of Parliament, Ministry of inland security, Ministry of nature, Ministry of outside relation, Ministry of justice, Ministry of economy, Ministry of infrastructure, Ministry of workers, Ministry of trade, Ministry of legal protection and Ministry of stability. A total of 15 ministries and most of speak for themselves so they don’t need an explanation, but some do. The branch of defense, parliament, economy, workers and stability. The minister of defense consists of 3 sub-groups, States Armies, Hunters Army and Mission control. States Army is under direct command of the state and is used for mostly fights outside CS territory and other political things. The Hunters Army is a group that provide defense and do missions set up by the next department. The Mission control department looks for people or organizations who need to be captured, arrested or killed. For example, they give the hunters a mission to capture or kill criminals of the state. Sometimes the department also gives offensive missions, they then make list of people they need, and hunters sign up. Mission control are the brains and the hunters are the weapons. The ministry of stability is a department that ensure that the nation will not fall apart. They prevent infighting and other unhealthy things for the state. They are like a teacher of the playground stopping little kids’ who are fighting. Their job is keeping the empire together when the cultural bonds are failing. The ministry of workers job is making sure that people actually work by giving workers rewards. The ministry of economy doesn’t do much with actual money but makes sure that everyone has the resources they need like houses, food and other basic needs. Lastly the ministry of parliament, it’s their job to keep the parliament fair and protect the democratic state. It’s their job find corruption and favoritism in the entire government not only the parliament.

Murder is legal (Technically):

To make sure people are not doing illegal things the government tried to make legal if your permission to so. If you hungry for blood and want to kill someone and you don’t accept any mental help or mental won’t have any effect. If you go the mission control department of the government, you can ask if there is someone they can kill. You don’t have to have a Hunter license to get a kill list (a list of people is legal to kill). But unstable people are not allowed to but weapons, so a trusted hunter go along with (usually stay within 100m of the one hungry for blood) and if the person starts to illegal things the hunter can then shoot him. The person is not allowed to have real bullets in public and usually first shot with a sleppo bullet and dragged to a save and then he is killed. Murdering someone without permission can have extremely high sentences including execution. Not many people actually use this service because there are not many unstable people in the CS. Really unstable are also forced to use go through therapy first and after therapy, they are not unstable enough to want to kill or likewise. And people who are stable and want to kill join de hunters and do it professionally.

Other legal things:

It is also legal to other things that are usually illegal like smoking weed and other drugs. But this legal to in special coffee shops. Almost all the drugs are legal to use as long as it is not too dangerous. XTC and speed for example are fully legal to use. But cigarettes with nicotine and tar are too dangerous and therefore illegal in the CS. A lot of people smoke black cigars, and this looks the same as a cigar but instead of nicotine and tar is has an air filter, colored breath and taste. Smoking a black cigar is better than breathing the air in most living rooms due to the filter

Rules of A.i. and Robotization

Ai. Protection:

There are many robots in the CS who doing the work humans don’t want to and these robots are all controlled with an A.I. To make sure there will not be a A.I. uprising there are strict rules for building A.I. Rule number 1: an A.I. can never shoot a canon or give the command too. An A.I. is only allowed to help the gunner with things like aiming and timing. But a human (or other being) must always be in command of every shell fired. Rule number 2: an A.I. with a body must be unremovable and must only contain a level 1 A.I. or also known as a dumb A.I. this A.I. cannot be overwritten or do command from a non-human. Rule number 3: making a super A.I. is illegal and advanced A.I. research is illegal if not done a special facility. There is a facility that is cut off from the network so if and A.I. goes rogue the facility can contain it. Caught building a super A.I. could result in the death sentences for the entire team. Smart program what cannot rewrite their own code are legal to very high extends. There are extremely smart A.I. in the CS and they are all in Electoro’s labs and are used to write very smart programs what can be used in the nation, for example the program calculating jumps for the threw engine. Or the entire onboard computer can be seen as one smart program. These base programs cannot be rewritten to protect against hackers and from changing in to uncontrollable A.I. from the movies

The A.I. in the parliament:

There is one A.I. in the CS that is very important to the CS. His name is Greenbot and he build by one brilliant man Creaton. Greenbot needed to be destroyed by law but the president at the time Qwawosie visited Greenbot at his home and didn’t want him to be destroyed. Creaton dies a couple month before Greenbot accepted by the general public at the same Greenbot came online. Greenbot not a conventional A.I. he is actually made up of 3 separate A.I.’s one called left and other called left end they keep checking each other for that the other is violating the law or not. This way the A.I. could not become evil and if they both get corrupted you also have the third A.I. which is based on a human brain and is actually not really an A.I. but is more a human mind on a chip. This ‘’A.I.’’ can pull the plug whenever he wants. These two A.I.’s process a lot of data for the government and the A.I.’s can look for problems and give multiple solutions for these problems. The parliament then reads these solutions and votes for the best option or to keep it the way it is. This way the government always makes the best possible action for every problem. The A.I. don’t have power themselves but act an advisor for the government and parliament. These A.I.’s are also one of the most protected things in the CS both in real life and in the virtual world. The A.I. which is run on the fasted possible computer now needs well over a million years to hack itself. And the second best A.I. will take close to billions years to hack it. The A.I.’s are running on the moon of Ricar (the most defended place in the galaxy) and are put at the core of the planet. And if this moon gets destroyed the are 17 backups all over nation but these backups don’t have a of the A.I. in them but those are stored in Greenbots body, Sectual Vault and in the Vectual Vault which located in the bootes void and the location is top secret. (bootes void is the biggest void in the known universe and 165 million light years across). They put a satellite here of just one cubic meter build so nothing can find it or erase the code for the A.I.’s. They put it here with a wormhole the same used as ones used by the communicators. This required a lot of power to do so, about a moon 40km was converted into pure power to move the 5-ton satellite.

The glue that keeps the Empire together:

The glue that keep the CS together is together is mostly their culture but also the military that uses the empire to do their campaigns against the enemies is a key thing. The hunter community fights together against the same enemies and use the same equipment, ships and the people trust each other not fight. The hunter’s communities are strong enough to go independent and fight amongst each other but there is no point to do so. The only reason they can have to fight amongst each other is only hatred which is usually talked about or fought out in the arena. In the Arena people can fight until the death and do whatever they want to each other without ending their lives in real life. In the Arena can do whatever they want and if two group hate each other extremely badly they hold discussion in the Arena because you can enter it without being close together in real life. Almost all problems are fixed with the methods mentioned before but there are also things if two groups start fighting. All hunter communities have a representative in the council of hunters what can act as sort UN and they all keep on an eye out for each other to resolve issues before they get too big. Everyone can report issues of infighting if they see it and the government can then launch an investigation to find prove if this. If proven de community loses it power and the people involved face trial and the remaining can from a new community or join existing one. The communities are made of people with same ideas but are not allowed to reject people who don’t have the same ideas. Everyone can make a hunter community if they want to but these community need to be part of a bigger faction at first. When the faction as more than 50 billion members they can ask to be their own faction. If they are their own faction, they need to have a council which has representatives of the people part of it.

The thing that can break the Empire:

The hunter communities grow bigger and stronger and the most common mentioned weakness is when there is a big full out war there is a chance that the factions are not willing to defend some places, but this is unlikely. The CS doesn’t want to be part of any other bigger and rather dies. When there is a war against them, they won’t stop until they have won, or ‘’everyone’’ is dead. The war from 3000 years still has impact today, they will put everyone between them and the enemy. The causalities of a losing war can cost up to 90% of the CS population. 85% of men above 21 are fighting capable and 55% of all woman above 21 are also fighting capable this is 70% of everyone between the age of 21 and 150. Fighting capable means, they can kill and use equipment with training. The CS only has to lose one war and they will lose a huge amount of people and maybe their entire military. When the nation goes into a war economy the nation would have a maximum standing army of 60 Trillion people of a nation of 95 Trillion working in the military. The current militia already has 23 Trillion which is mostly men (87%). This means that 27% of the population is already living in militaristic environment. Of the 23 trillion there are 18 Trillion active hunters, 650 billion soldiers and 4 trillion are living a ‘’normal’’ life but they are still combat ready. This means that 22% of the population is combat ready from the start and this can increase to 27% within a couple weeks. When in a big war breaks out, civilians are allowed to keep guns at their home and don’t need a special permit for this even when they are not a part of the militia or military. The government also builds cities with extreme defenses so can everyone in most cities live permanently underground and build up their own military because there are also arms factories in these bunkers. These factories in the bunkers are locked in peace time and can only be opened by the local government or by hunters with authority. The GR factories will be destroyed by the CS army if they fear they would lose the factory to enemy hands. But when the GR factory is lost (the second most important planet the nation is near and this planet is in war time the capital) the war is already going extremely badly. The nation is ready for a full-scale invasion and is ready to fight to the death.

School systems

How the system is set up: 

The school system has some weird things compared to schools in other empires or on Earth. Schools begin normal in the CS; you start school at the age of four. When you are eleven or twelve you go to high school until the age of 14. At the age of 14 you can choose what you want to be (a general direction). If you want to be hunter you can choose less precise direction as medic, engineer or scientist. Medic is the most popular and speaks for itself. Engineer are learning how to repair or make parts of spacecraft, weapons or other things. A Scientist needs to know what the science equipment says in case the onboard computer is not there to help. In other word, learning how to save people, learning how things work or learning where you are look at when you are in space. People in school do learn about important things in space like pulsars, blackholes, nebula’s or different types of stars. But if you want to learn more about these things you choose Hunter scientist. If you don’t want to be a hunter you can choose between biology studies, chemistry studies, macro science, nano Science, engineering, human studies, artistic studies, general studies or other studies. Biology studies are about everything there is to know about bodies in the animal kingdom (mostly humans) and can make you any type of doctor (not the stats). Chemistry studies are about material science and other things that has to do with chemistry. Macro science is about big things like planets, stars, blackholes but also spacecrafts and space infrastructure. Nano science is about small robotics and computer science. Engineering is about making cities and bridges but also engines and guns. Human studies are for people who to do with humans like teacher, trainer or therapist. Artistic studies are for people who don’t want to do anything with science but to make things only people can make. Think about writing books, making movies or music or making things like paintings. And if you have still no idea you can study everything a little bit until you what you to do. You can stop doing school at the age of 16. But most people will study medic the last two years because that always useful. People who want to join the hunters or the military must have one expertise about something like medic, engineer, scientist or trainer. When you are 14 you have an exam about basic things like English, Civics, Basic math, Basic science and Topology. At the age 18 you do an exam about your field of study. After this you can go to university of your field of study and start to specialize in something you like or become a hunter. By starting to give children the option earlier you don’t waste time teaching them things they don’t want to know but for children you don’t know can keep on learning and make the decision whenever they want. These kids can also choose the study general knowledge what teaches them about everything a little bit and this can bring in every university, but it takes 7 years (14yrs + 4yrs High School + 6yrs General Studies + 1yr Bridge Year + 4yrs University = 26 years). There is a study for everyone and when there is subject you want to skip you can (which are not a must). Schools are free for everyone but if you want to go to university about military equipment or engines you need a permit first to prove you are not a spy. A student can learn about infrastructure, construction and spacecrafts and do the exam and then works as internal ship planner (the city sized spacecrafts), this way they are better at their job and can start faster. The school systems only want to teach children where they want to learn about because otherwise, they forget what they learned after their test and there was no point in teaching it. Only Civics, English are things you must pass. Civics is the most imported because here you learn how to make important life choices and learn about the culture and why it’s so important. (other nations would benefit from this subject greatly because there you learn how to pay taxes and what your rights are so say just some little things.)
